Arming the enemy?

I'd like to think that knowing that surplus American weapons are being purchased by Iran would shelve talk of invading the country with U.S. troops -- who could be the target of those weapons -- but who am I kidding. Such a concern will probably not rise to the level of "seriousness" required when talking about preemptive invasions of Middle Eastern nations.
