Missing persons

Embedding reporters continues to be a huge success for the Pentagon, as they can only report on what can be "seen through the powerful night-vision equipment aboard one Bradley fighting vehicle..."

This paragraph, in particular, struck me:

Most civilians in Falluja, a city of about 250,000 people 35 miles west of Baghdad, were believed to have left by the time the invasion began.

While that may very well be true (though I'd suspect it isn't inexepensive to flee a place like Fallujah and to also secure your belongings), where did they go? I have not heard of any refugee camps. Are they camping out, staying with friends, running the border with Syria?
