This releasing of the "bad guys" has me confused

I mean what would Bill O'Reilly say? While he's saying this about the prisoners at Guantanamo:

O’REILLY: I don’t give them any protection. I don’t feel sorry for them. In fact, I probably would have ordered their execution if I had the power.

The U.S. is doing this?

WASHINGTON, Aug. 5 (UPI) -- The Bush administration is negotiating the transfer of nearly 70 percent of the U.S. detainees at Guantanamo Bay, Cuba, to three other countries.

Afghanistan has agreed to the transfer of most of its nationals to Kabul's "exclusive" control and custody, The Washington Post said Friday. With some 110 Afghan detainees at Guantanamo and 350 others at the Bagram airfield near Kabul, transfers could begin in the next six months.

Pierre-Richard Prosper, ambassador at large for war crimes, said similar agreements are being pursued with Saudi Arabia and Yemen, whose nationals make up a significant percentage of the Guantanamo population.

Senior U.S. officials said Afghanistan's agreement is the first major step toward whittling down the Guantanamo population to a core group of people the United States expects to hold indefinitely.

No wonder George W. Bush looks so confused these days.

SEC. RUMSFELD: Well, I can’t speak for POW camps throughout history, but I can tell you that the men and women who are operating Guantanamo were told by the president, they were told by me to conduct it in a humane manner. They have been doing that.

I saw someone on one of the television shows yesterday who said there had been a hundred people killed in Guantanamo — just totally untrue. It’s factually wrong! That place is, as you suggest, a model detention facility. Now why does it do that? Why is it there? And these people who say, well, we shouldn’t have it — what do they recommend? The people that are there are terrorist trainers, bomb makers, suicide bombers, UBL’s bodyguards, financiers, recruiters, facilitators. These are bad people. These are people who want to go out and kill innocent men, women and children. And the idea that people would let those people loose is just unthinkable.

Okay, they're not technically "releasing" them. But transferring them to an unstable Afghanistan, a probably hostile Yemen, and a dubious ally in Saudi Arabia is hardly the equivalent of sending these "eeeevil-doers" to Pelican Bay.
